Misaka deserves to be ranked 1of the Level 5's, she's defeated almost all of them proving that she is the strongest. Not to mention she blew up a space station and destroyed several facilities by herself.

She may be powerful and resourceful, but a big factor in your ranking as a level 5 is your usefullness to Academy City. Misaka is very against the city and all of its underhandedness. Because of that she's doesn't have a higher ranking. Honestly, I think at this point, a lot of the level7s should be re-numbered.
hmm Maybe Misaka could get a higher number?

From what is actually shown of their capabilities, I'd have thought the order would be like:

Accelerator>Kakine>Gunha>Mikoto>Mugino

I have trouble figuring out Misaki because she's non-combat. The nature of her power means if your brain is hijacked, you lose. Accelerator and Mikoto are the only ones we know for sure are immune to this as far as I remember. So it is possible that she could defeat even Kakine. Yet being unable to defeat Mikoto makes the numbering complicated.
