If it's just a fit person with exercised abdominal muscles like the ones drawn by the artist Bang-You, use the abs tag instead; although, there's no problem in using the muscle tag, as well, if you feel the picture warrants it. Pictures with grotesquely over-muscled characters should also be tagged with extreme_muscles.
