Usopp is not a coward. Green Lantern embodies the power of the will (to overcome fear), and Usopp showed a great will against his fears, a lot of obstacles and dangerous enemies. He overcame his own cowardice.

I'm 50/50 on the concept. At first blush, Usopp seems more like a Yellow Lantern like Sinestro (yellow rings being powered by the emotion of fear). However, the green rings are powered not just by force of will, but also imagination. Usopp has shown plenty of force of will, especially when he chose to fight Luffy, and all that lying must take a lot of imagination...
