I think the girl in the back is Peach's alternate color scheme, Daisy (why Nintendo took away the sexy tan skin is BEYOND me). I refuse to believe she is anyone else because this is a picture of every Brawl character.

I'd say it's Daisy at the back of the bus. The reason she's never been playable in a Smash bros game is because she keeps missing the stop at school by sleeping in the bus.
