Easy, Usagi is not in her Sailor Fuku, she is in fact wearing the same 'uniform' as Black Rock Shooter, only recolored to match her color scheme. Not quite a crossover or parody, more like a costume and palate swap.
That and Usa-chan doesn't use a sword like that. Her sword is much more ridiculous and silly looking.
