It's a change from the red outfit she starts out with and is generally drawn with, so the tag qualifies. (As would Link in one of those tunics rather than the usual green garb.)

Still, yeah, this is the point where Nina starts being a bit of a badass in the game, if only because HEY LOOK I CAN FLY NOW!

This is when you find her again after she was lost in another dimension for a long time.
Because time flowed differently there, she'd grown a few years in that time--and obviously gotten a lot hotter in doing so.

It's worth remembering 'Red Nina' was a teenager, and 'Blue Nina' was a full grown adult. Also, since it's canon Ryu&Nina 1 marry, it's worth remembering he marries Blue Nina....
