Is parasect even indigenous to the Unova region? Don't the Unova games have a whole exclusive set of Pokemon?

Just like Sinnoh and other games, certain Pokemon don't become available until after post elite four/main story. That's ALL. Since B2/W2 are sequels, more Pokemon are around pre-elite four just like in most 'third' games.
