Actually, she keeps her soles off all the time. That can be seen when we see Yakone levitate her and grab keys. Lin, since she's not blind, only bends her soles off when needing her seismic sense, but Toph being blind needs it all the time.
As for this art, like another similar, i hate seeing Toph's eyes pointing at the viewer. She's blind, for Avatar's sake ! It not only means she won't use be able to point her eyes at any wanted direction and know they are going there, but also that she's used to sticking to her other senses to know her surroundings, making the "move the eyes" thing completly off character. At one point in "The Promise", she wants to roll her eyes at Sokka, but has to actually ask him if hse's doing it right because she has no idea.
