Looks like Pretty Warrior May Cry. It's a dungeon defense strategy game where you break captured heroines into being your minions. Google it.

This is from Pretty Warrior May Cry: Enhanced.

It's the sequel (not really a sequel, just a cash cow), with only a few new scenes, all of which are in the torture room and with this terrible posterize effect plastered over everything.
