Actually, the AKB0048's las-mic's effects can range from relatively harmless(as in non-lethal) taser to a friggin lightsaber capable of cutting arms off mechas. It all depends on what intensity you turn it on. However, in this scene, we don't know on what intensity DID she turn it on, which makes it funnily ambiguous - maybe she and her surroundings were only in danger of being electro-paralysed(painful and uncomfortable at worst) or maybe she REALLY WAS dangerously close to cutting off some cute little heads...
