It technically IS M. Bison. They changed the names around when they brought Street Fighter 2 to the US.
Who we know as "M. Bison" was originally called "Vega", our "Balrog" was "M. Bison", and our "Vega" is their "Balrog".
As for why they did this...let's just say that Capcom didn't want to mess with somebody who was, at the time, known to bite peoples ears off.
