no, this isnt a dupe. the lookalike is designed more like a magazine cover than just a simple pic, so that difference alone means this isnt a dupe.

Also, this IS questionable. rating:safe is for images with absolutely no sexual content whatsoever, rating:explicit is for depictions of genitals, sexual fluids, or sexual acts, and rating:questionable is everything that doesn't fall into those two categories. This image is obviously not safe, but it doesn't depict genitals, sexual fluids, or sexual acts, so it isn't explicit either.

There's nothing explicit about this image since it depicts no sexual acts and no genitals are being shown. Her exposed breasts do not make this a ratings:explicit image.

Also, the other image isn't made to just look like a cover, it is one, the cover for Majimegami Magazine, a doujin cover most likely aa pun of Megami Magazine; this is just the version of the art before it was used for the cover.
