Two-headed eagles and fucking KNIGHTS tend to be a bit more of a sign for the Holy Roman Empire or the Western Roman Empire, then the ancient one. Pretty big difference, since both of those were culturaly far removed from the old Rome. The halos around the eagles heads and lack of either the symbols of rulership or the the dynastic cypher of the later rulers, the Palaiologos dynasty mark it to my (imperfect) understanding pretty clearly as symbol the Holy Roman Empire of the German Nation.

I'll just change the tag from roman_empire to holy_roman_empire. Maybe imperial_eagle would be more fitting though? Or maybe none of these tags, since there isn't anything else with them, as far as I can tell?
