I think that it is it's skin, just dead skin. It uses it as clothes I believe. So I suppose it, just like most pokemon, is naked... technically... shutting up now.

Yes, it is rubbery skin which could be used as a defence like putting a wall in front of him. and that skin is part of scraggy.
But when it evolves, it sheds most of its current skin to make a larger tail/hang of skin and more skin to use as a wall and a cool hoodie.
