Explanation for those who will be confused at this one: This girl is the human personification of Kushala Daora, the Elder Dragon of the Wind. Or of Ice. Depends on who you ask.
Their scales and shells (and some theorize their whole body) is made of a metal-like substance. Kushala Daora molt their scales/shell like an insect does, once it gets rusty. Thus, the picture.
