Wendy is making sure the dude is alright. In the second panel Wendy says something charmingly innocent that could be mistaken for something sexy. The third panel is the realization of what she said. The fourth the misunderstanding is cutely resolved. The guy is considering that he's some sort of pedobear.

In the second panel, she's explaining herself in a tsundere-y manner that it wasn't that she just wanted to touch his head, but that she was using some sort of magic on him by rubbing it. In the fourth panel, she apologizes, and he says "Don't worry about it so much, Wendy," and then thinks to himself "I'm glad I'm a priest!"
