Look I say Goku Wins but Post Time Skip Luffy is taking him to SSJ2. After what he did to Noah, a ship Half the Size of an island that holds over 50million people AND he wasn't even at full strength. Luffy has gained a lot of my respect. And he's only gonna get Stronger. Maybe If One Piece has another time-skip.
