Annoying and stating the obvious yes, but useless? She gives you information on monsters and NPCs, sums up your adventure thus far, shows you your platime and gives you hints and rumors about the world.
All the "master I believe there is a 85% chance the boss key will open the boss door where you will fight the boss" aside, she is the most functional fairy helper yet.

No, I think Anon3 has it right on the money. Sometimes she's like "There's a 90% chance that if you hit an enemy it will get hurt." And I'm like "No fucking shit."
And then there are some times when I would fight an enemy and be like "How the hell do I kill this thing?" And she'll be like "Master, it would be wise to block its strikes with a shield bash, thus giving you an opening to attack." And I'm like "Whoa thanks."
I also like her better than Navi or any of the others as a character because of how dynamic she is. She starts off just doing her job, and as she gets to know Link and more and more, she kind of goes through a kind of Pinocchio effect, becoming more attached to Link as the adventure goes on.

Seriously, 95% of the time Fi should talks shit like "He calls himself this" and "it took control over this" and when people ask about "more information", the only info people get is "That's all I have so far. If I have more information, the sword glows blue. Oh, and BTW Master Link: If you want information on several things you don't even give a shit about, just do this and that and let me waste more time and space. It's not like you didn't press the goddamn A button for like a million times to get no useful information."
How about SOME USEFUL information like Navi / Tatl? (Smash the energy ball back, use bombs, blablabla)
I seriously don't understand why people were annoyed by Nave. She was ONLY annoying when you didn't press the C-up button after she wants to give you a tip for like 20 times. Seriously, just press the fuckin' C-up button.

Midna was also very useful and a very beautiful and cute sidekick.
Fi is like a robot. Of course she is suppose to state the obvious because it is her prime objective to provide as much information as she can. It's not like she can literally tell what the enemy can do all the time. I mean just now I learned that because of asking her, now I know I can climb over those iron shield wielding bokobolins
fi is certainly not useless nor is she stupid. at least you get information
