Okay, whatever is written there, doesn't make much sense in Russian. I can only guess, that "keep suppressing the enemys morale" or "keep enemy morale low" is what the artist meant to say here. You can reach this conclusion by separately translating each word into English and looking for a context there.

Also, the perspective is weird. I can definitely see her chair from above. But she still manages to loo0k down on me, lol.

If your head was at boob level, like you're groveling on your knees in front of her, the perspective isn't too bad.
