Levels dont exist in the anime, though they were referenced in one of the earliest episodes where they went to that school with Giselle/Seiyo. (the bitch schoolgirl)

Pikachu has double KO'd a Dragonite and nearly beaten Legendary Pokemon. Then he nearly loses to a level 1 starter Pokemon and then a Magikarp.

The anime is shit, really. Maybe Pikachu should have wore the Lightning like Armor...
