Turles is clearly the child of Bardock from when he was thrown back in time by Frieza and then turned SSJ to kill Chill, which in turn caused his family to fear the Saiyan species, thus causing Frieza to blow up the planet.
What? Why can't he go SSJ as well, despite his father being one? Well... um... SHUT UP THAT'S WHY!

There was an official manga released in August 2011 called Dragon Ball: Episode of Bardock, that featured him being thrown back in time when Frieza blew up the planet Vegeta. He was taken in by a village of aliens, and when they came under attack by Chill, who turned out to be an ancestor of Frieza, he turned SSJ and mortally wounded Chill. Before dying, he told his men to tell his family about the threat Super Saiyan's posed.
It's actually a really good read.
