This is not Felicia, it's one of the girls in her super or hyper combo "Please Help Me!" cat girls named Lucy with the head band, hair on one eye and sharper eyes distinguishes her differently from her. You can see her in Felcia's Super/Hyper Combo stomping away at an opponent.
