I think it's more along the lines of her not being featured much in the series (at least on the anime side). Therefore, her popularity is not that great. Usually, people ship chars depending on how popular they are. Why do you think Misaki is being shipped heavily with Touma, even though there's already Index or Mikoto to consider? Granted, it also depends on how much and how good of interactions (basically chemistry) they have/had with each other. But even Seiri doesn't get much love either, despite the decent amount and strong interactions with him (at least way more can be said than the tons of other girls/side chars/NPCs out there). I mean, look at Lessar or Kanzaki. They are not even dark horses compared to Misaki. Even Itsuwa gets more publicity than both of them, but not compared to Misaki level. I mean, why do you think Misaki is now considered to be one of the main cast among Touma, Mikoto and Accelerator?
Aisa was never a contender or even popular char to begin with, most likely to her design and personality (she's way too softspoken/reserved). And fact that she has no reason or power to fight with/support Touma because she was just a damsel in distress char (she just attracts and kills vampires with her blood. Woohoo). Even Index objectively has more use and importance than her, despite many calling Index useless! That should tell you something.
It's all about the popularity. It's always been about the popularity. Why do you think in other franchises like ReZero, Rem is the most heavily shipped? Or Kuroneko in Oreimo. Or Iroha in Oregairu? Look at KirinoxKyousuke from Oreimo and you'll what I mean. Another case in point: HinataxNaruto>Naruto>Sakura.
