It has nothing to do with whether he is mature or not. every man has sexual needs no matter the level of maturity. Ichigo simply seems not to have any sexual desires, which should make his father worry a little...

Ichigo is sexually repressed, due partly to his constructed image, and partly to the false modesties of Japanese culture. I've often said the perfect Bleach girl for him would be Yoruichi(human version), as she's the only one who'd be experienced and forward enough to have that kind of relationship with him.
