Deusexcalamus was a site administrator at the time he posted that, and properly rating one's uploads is the uploader's responsibility. Deus was issuing a public reminder about that to remind everyone else to properly rate their uploads, too.

And I'm a site administrator now. Worry about properly tagging and rating your uploads or you will be banned. We require a minimum of 5 non-request tags and the correct rating at the time of upload or within a few minutes afterward.
