Take a close look at it. It's technically a chastity belt, but its purpose is not chastity. Rather, it seems to be intended for control. It has a vibrator in it that she can't turn on or off by herself.

You can't really stop any human being from orgasm. It's said to be easier (but not easy) for females to cum without being touched, but it's also possible for males to do the same thing. (not all sexual release has to be in the form off fluids)
