It's because of some retarded law in Japan.
I can see how it originated, but the fact that a line that covers 1/16 of a dick can be considered censoring, it ends up being pointless for anything but detracting from the picture.
Not to mention, you can draw a picture of a baby being raped, but boy you better censor that grown womans pussy.
