I believe this came from the old nintendo 64 game "pokemon snap" in a cave and was worth score in the game if you camptured it right.

It's actually from the manga, where Yellow's pikachu (a.k.a. Chuchu) could use balloons to fly, and Red's pikachu uses a surfboard to surf.
