The chain around the leg prevents her from lowering her leg to counter-balance herself to help her chest rise up. However, she could still turn over, and let herself float up, since the air in her chest would cause bouyancy. But in a situation like this, she'll probably flail around in panic and die. It's important to keep your wits about you in this kind of 007 shit.

Anon3 is most likely correct. Her captor very likely wants her to think the air tube is her only means of survival.
Think of it like the Saw movies. He always gives his victims a chance to survive, IF they just think about the situation. But he also always taunts them with an 'obvious solution' and that usually gets them killed. Same situation here.

The chain appears to be more than six feet long, as does the air tube. This would mean that if she did reach the tube and breath through it, she would eventually asphyxiate as she would end up breathing in her own CO2 If the breathed out through the tube.
