Nah, that's clearly not Marth. Ephraim and Marth have the same hair color, but their hair is styled differently. Ephraim has those spiky strands jutting out at different intervals, while Marth's remain mostly short and curved with his head and he has a hairband thing. That and the armor/tunic combo isn't quite the same.

Sheeda's armor is also silver and gold, as opposed to gold and... gold. Plus Sheeda's skirt is the end of her tunic/shirt, as opposed to a separate piece of clothing and she has more belts.
