No, Suigintou's outfit doesn't look like that, hers has pointed pieces on the skirt.
It may be the artist's take on the costume Presea gets from the dinner party sidequest (although some of the colors are wrong, if that's the case), or, if the colors are any indication, just an original outfit the artist wanted to draw her in.
