Its from mahou shoujo madoka magica, it forms contracts with young girls making them into magical girls in exchange for granting one wish.

I know it's not canon but this might explain a few things about Alice. I'm surprised no one's made a story about her life on Makai, how she got there, why she wanted to become a youkai after she came back to Earth, etc.
