A few years ago, it was actually a fad in Japan to wear OTK socks only pulled up to mid calf, leaving them bunched around the ankles. They even made a glue branded and marketed explicitly for holding your socks there.

As for the left leg, it could be a legging that was ripped or only meant to cover the knee.
