First of all; Don't fucking use IE, treat FIREFOX as a secondary browser, and leave Opera on the top.

Second of all; What kind of theme is that? Is it a custom shell, or is it Windows Explorer we see?

Wallpaper is found on konachan.net (browse for Remilia Scarlet);
theme is called "deep 7", link: browse.deviantart.com/?qh...on=&q=deep+7#/d2t7nhj
You must browse around a little to find out how to patch your windows, and should probably get the theme installer (from DA).
Also, you can find matching CAD and Rainmeter skins if you care, the taskbar at top (can be placed bottom) is merely a Rainmeter skin which can even replace the whole taskbar, and is veeeeery cheap on the memory/CPU.
