I've been on paheal. Your experience is pretty much the same as mine. Kinda worse UX, plus filtering tags is kinda shit. As far as community, couldn't really tell ya. I don't read the comments.
As far as content, I guess it's more clean? Last I used it was a couple years back, and didn't really find anything too crazy like rule34.xxx.

If it is out of prime, it wouldn't be able to generate a working SSL cert.
