I just got ERR_TOO_MANY_REDIRECTS error today, is my IP address being blocked or something? Because I had to use a VPN to resolve this issue

Yesterday and today site has been randomly failing a lot. Issue seems to go away after a number of minutes each time. Some sort of DDOS/Hacking issue perhaps? No particular pattern on when these occurs as far as I can tell. Just a FYI I guess.

Things I have seen:
All thumbnails failing to load (shows up as broken thumbnail icon and tag list)
Majority thumbnails failing to load, but no pattern as to which ones work.
Saying I am banned
Redirecting to an arabic site
Banned action (it was a normal search for a character)
Page not loading

If I have a video of an artist who is currently retired and all his social networks and sources have been removed, can I still upload the video without running the risk of it being removed because it does not have a valid source?

Artist wanted some time alone and I agreed to take them down for their sake.

Source isn't working plus I believe the artist would have to file a dmca for those pics to he taken down
