Keep it civil, do not flame or bait other users. If you notice anything illegal or inappropriate being discussed, contact an administrator or moderator.
IP bans are almost less effective than username bans unless you do both at the same time, because with a username ban they'll have to register a new username, get a new email address, etc. IP bans can be bypassed by using a simple webproxy, of which there are countless out there.
Furthermore, even without proxies, IP bans can be gotten around easily by other means. Most people don't have a fixed IP address; they get a random one each time their modem connects to their ISP. This can be preserved more by using a router, since it often tries to match the same IP address to router MAC addresses, but it's not that difficult to spoof a MAC address on a router to get a different IP, or to just plug straight into the modem where it'll go by your computer's MAC instead.
So yeah. The only way to make an IP ban even remotely effective is to block entire ISPs, organizations, or countries. This is almost never a good idea, though.

Still not as easy as an account ban. I'm surprised Furio got an all high and mighty overinflated opinion of his importance on Gelbooru but never even bothered just averting the ban.
I'm countering Jerl's say because I don't think you need an email address to make an account here. Then again, I haven't made one on Gelbooru in awhile though...
But I KNOW that my new Danbooru account did not require one.

Still, what I said holds true for most websites out there, since sites that don't require an email address are somewhat rare. The only ones I can think of off of the top of my head are boorus and wikis.

DSI? You mean the handheld Nintendo console? Those still require wifi, and the router that gives that to the console is where the IP address is given, so it's no different from any other computer.
I guess if someone is really wanting to destroy the correct tags on picture or a series of pictures the only thing you can really do is keep fixing them. I suppose that's what mods are for though........ Do you guys get paid?

Moderators on websites almost never get paid. Even forums for corporations tend to have volunteer moderators, even if the actual administrators are paid employees.
Also, mods can completely lock down the ability to change tags on pictures so that no one can change them. This is a lot more efficient than just changing them back repeatedly.
Should there be a certain amount of times for an uploader (excluding Danbooru uploads) to learn how to add at least 5 tags to a picture while uploading before getting a bad record if it continues because I'm slowly getting sick of lazy taggers adding only 1 or no tags and leaving it, or decide to add tags later.
With the last part, it makes me think they're doing that to look "famous" in the future with a lot of tag edits (or is busy), and not to sound like a hypocrite since I sometimes don't add sources to pictures or I make a typo with a tag but lazyness is not an excuse for this.
